The Sri Lanka Police re-affirmed its focused determination to the task of protecting intellectual property (IP) rights, when it carried out yet another copyright enforcement raid.

This time, the Colombo Crimes Division raided an established corporate entity in the banking and financial sector, suspected of using pirated and unlicensed software. The Raid took place in Colombo last week where the inspection and identification of suspected pirated software took over five hours. Thereafter, the police seized all the computers installed with the pirated software into Police Custody, and will be produced in Court as evidence.

Shalini Ratwatte, Consultant BSA Committee in Sri Lanka said, “Companies need to audit the software they have installed, ascertain its legality by identifying the gaps between licenses that they have purchased versus the number of copies that they have installed. A software audit is one of the most cost effective ways of managing software assets and reducing the risk of piracy in an organization. The BSA website www.bsa.org has free software audit tools to assist organizations in carrying out an internal software audit. In addition, businesses should always insist on original software, maintain records, invoices and documentation on file at all times.” Sudath Perera Associates acted as the lawyers for the aggrieved party.

The law governing intellectual property rights under the Intellectual Property Rights Act No 36 of 2003 is very comprehensive and states that Computer programs are protected works and are original intellectual creations. Any person who willfully infringes any of the rights protected under the Act shall be guilty of an offence and shall be liable, upon conviction after trails before a Magistrate, to a fine not exceeding RS 500,000 or for imprisonment for a term not exceeding 6 months or both the fine and imprisonment.

Section 187 of the Act goes on to state that where an offence under this Act has been committed by a body corporate, every person who at the time of the commission was a Director General, Manager, Secretary or other similar officer of that body, shall be deemed to be guilty of that offence, unless he proves that the offence was committed without his knowledge.

There is a big pressure from international agencies against pirated software.

දැන් මේ රටේ රජයේ , පුද්ගලික ආයතන වල තියෙන පරිගණක වලට ලයිසන් ගන්න උනොත් රටේ වාර්ෂික දේශීය නිපයුම්ත් මදි වෙයි. මුලින් කිව්වේ දැනට තියෙන පරණ ඒවා, පුද්ගලික ඒවා රෙඩ් කරන්නේ නැහැ කියල . නමුත් දැන් පනත බැලුවම තමයි දා ගෙන තියෙන ලෙඩේ තේරෙන්නේ

මෙම සල්ලි ඔක්කොම යන්නේ ඇමෙරිකාවට. මේ පොලිස් කාරයෝ මේවා දන්නවද දන්නේ නැහැ. රෙඩ් කලාම විදේශ පුහුණු දීමනා ආදිය ලැබෙන ව කියල තමයි ආරංචිය. . මේ පරිගණක රෙඩ් කරන සෙට් එකේ ලොක්ක ඇතුළු කණ්ඩායමට අමුතු උනන්දුවක් තියෙන්නේ. තැනකට පැන්නම නිකන් අපේ රටේ බැංකුවක් කඩලා මිනිහෙක් මරල අල්ලන්න ආව වගේ හැසිරෙන්නේ.
අපේ ගේ හොරු කඩලා අපි ගිහිල්ල පැමිණිලි කරාට එන්නේ නැහැ. වින්ඩෝස් වලට බිල්ගේට් මහත්තයට සල්ලි දුන්නේ නැත්නම් අපේ පොලෝසියේ මහත්වරු කඩාගෙන එන්නේ.

මේකට සපෝට් අය කියන්නේ අපේ සොෆ්ට් වෙයා අපනයනය ට ඉඩ ලැබෙනවා , වාසි වෙනවා කියල. If you compare import and export volumes ?

දැන් හොඳම වැඩේ තමයි ළමයින්ට උබන්ටු වගේ O/S පුරුදු කරන එක. නැත්නම් අනාගතේ ගන්න හැම කොම්පියුටරේටම hardware වලට වඩා software වලට ගෙවන්න වෙයි. ලංකාව වගේ දුප්පත් රටක මිනිස්සුන්ට දරන්න පුලුවන්ද?

මයික්‍රෝ සොෆ්ට් කාරයෝ ඉස්කෝල වලට නොමිලේ වගේ පරිගණක දෙනවා. ඔක්කොම වින්ඩෝස්. අනාගත පාරිභෝගිකයෝ නිකම්ම ඒවාට හුරු කරවනවා මෙය අති භයානක තත්වයක්.
Even if you wanted to start a business, first of all you will have to find money to pay Microsolt USA . Better go for Linux based software.

Instead of Windows use Ubuntu Linux. If you start out with Linux and if you don't hear the myths about Linux you or your grandfather as user won't see any difference in using Windows or Ubuntu. Linux is not like decades ago now. Now it's more like using a Mac. Cool interface. You can find all the similar applications for FREE. For example gimp for photoshop, inkscape for illustrator for FREE. Ubuntu or derivatives are more user friendly than ones like Fedora. It just like Windows. You can try out with a Live CD which is a just a bootable CD which will start the Linux OS without touching anything on the hard disk. If you're a student or starter try out with Ubuntu Linux. You won't be a dumb user. But the PC seller will tell you all the bad things because he's not intelligent enough to use any other thing than Windows. You'll save 10,000, 10,000s of money. The experience is the SAME.
and you'll have more marketability when looking for jobs.

You'll see it's the same as Windows. You don't have to type in a command line if you don't like to. You can browse with firefox, check email, write letters and save them as DOC or save them as PDFs, install apps with just point and click, just like in Windows, plugin printer, plug in the dongle and get it identified or find somebody explain what to do to connect it in Internet forums. In Ubuntu, If you have a question there is almost 100% chance that somebody has already answered in the forums. Other Linux distribution may have some tinkering to do. For example sharing files will not be same as Windows or Ubuntu, right clicking and sharing. But Mint Linux (http://www.linuxmint.com/screenshots.php), Ubuntu Linux or their derivatives are the same like using Mac or Windows.
If you have never used a computer before there will be no difference between starting with Windows or Linux. You can play around with a LiveCD and see.
Problem is the senior officers who are appointed to those place by qualifications and experience working at government offices, schools, departments who make z scores, compile AL results etc are just dumb stupid as Sri Lankans and want to get the 10% commission from the computer sellers who are selling them 1000s servers and software they never use in offices.

මේ අවුල නිසා මීට අවුරුදු කීපයකට කලින් ලංකාවේ විශ්ව විද්‍යාල පද්ධතියම open source මෘදුකාංග භාවිතා කරන්න තීරණය කලා! එතකොටම ඉහමොළ රත් වෙච්ච Microsoftකාරයෝ රොත්ත පිටින් ඇවිත් ලංකාවේ Campus වලට නොමිලේ MS Softwares ඔක්කොම දුන්නා! ඒ වෙලාවේ නිකන් දෙන නිසා ගන්නේ නැතුව පොඩ්ඩක් අක්මාව පාවිච්චි කරලා විශ්ව විද්‍යාල බලධාරීන් නිවැරදි තීරණය ගත්තා නම් මේ වෙනකොට ලංකාවේ Open Source Software Penetration එක මීට වඩා ගොඩක් වැඩි වෙනවා! අපේ එවුන් ඉතින් නිකන් දෙනවා නම් දෙමළ පත්තරයක් වුනත් ගන්නවා නේ! වැඩේ කොහොම වුනත්... කියන්න සන්තෝසයි දැනටත් සමහර අධ්‍යයනාංශ වල Computer Labs වල පාවිච්චි කරන්නේ Open Source මෘදුකාංග විතරයි... And also most of the private companies are changing their software packages in to open source at a rate! Some broker companies too Razz

මේ ගැන එළිපිට කතා කරපු අයට බොහොම ස්තුතියි. මම හිතුවේ මට බැනුම් අහන්න වෙයි කියල.

Microsoft කාරයෝ ක්‍රම ක්‍රමයෙන් වින්ඩෝස් වල පවා අපිට කරන්න තියෙන දේ හංගමින් එය භාවිත කරන්නන් නිකමුන් බවට පත් කරමින් යන්නේ.
3.11 සිට W7 දක්වා එනවිට මෙය දකින්නට පුළුවන්.
ඉස්සර අපි ඇසෙම්බ්ලි වගේ ඒවා ආසාවට ඉගෙන ගත්ත. දැන් දරුවන්ට ඒවා මොකටද . ලේසියට ක්ලික් කරනවා විතරයි.

මුල ඉඳලම දරුවන් linux based පුරුදු උනොත් ඉතා හොඳයි. වයස ගිහිල්ල ඉගෙන ගත්තම troubleshooting කරන්න ගියාම එපා වෙනවා.
මම මිට වසර 10 කට පමණ පෙර එක්තරා දෙපාර්තමේන්තුවක Open source O/S introduce කරන්න ගියාම ඉංජිනේරුවෝ පවා විරුද්ධ උනා.
හේතු : නොදැනුවත්කම, කම්මැලිකම හා විශේෂයෙන් කොමිස් .
ඒ කාලේ මෙම නිතිය සම්මත වෙලත් නැතුව එක්තරා පුද්ගලයෙක් ලයිසන්ස් O/S අරගෙන ඒ සඳහා මුදල් සමාගමකට ගෙවන්න දැඟලුව.

මේ සියල්ල මැඩගෙන මේ ගැන අවබෝධයක් තියෙන අය ඉදිරියට යා යුතුයි.

I have a small question.Why do they give linux free ?

ඉන්ගුරු දීලා මිරිස් ගත්තා වගේ කියලා කතාවක් අපේ පැ‍රැණ්ණෝ කියලා තියෙන විත්තියත් අමතක කරන්න එපා.
ඒ වගේම කාරිය කෙරෙන තුරු කාගෙත් ‍රැවටිල්ල කියලා කවියකුත් තියෙනවා.

No idea. As I don't use either. Client based applications (I assume DirectFN & CEDAX) have ended decades ago. Sri Lanka looks ancient. Now it's web based accessible in your phone or your tablet or your computer or whatever. If not your Sri Lankan broker is ancient and need to be replaced.

Also you can run Windows applications or even .NET applications in Linux. What about Mac users in Sri Lanka? Is there a version of these ancient thick client apps from the 80s for them too? Or Brokers demand Sri Lankans only use Windows?

The reason I mentioned Ubuntu is it's user friendly just as much as Windows or Mac and support is available for any kind of question in the forums.

By the way Firefox is open source. Internet Explorer is not. Anybody using Firefox found any issues? It's open source software. You may be using lots of free software without knowing for years.

It's like folk songs vs. copyrighted songs
Ancient folk songs come from generations and millions of people, you listen to them, sing them at public, you make money from it, you add more, you modify it, make something new from them and add it to the reportuire. They contain generations of experience, knowledge, value in it. Someone can hire you to make a new version of it with a new tune and pay you for that service, nobody can claim money from you or the company. Your new contribution add up to the reportuire. Owned by everyone.

Copyrighted song you can't change it, have to pay to listen to, can't give it to someone, you can't make your own versions. Owned by a single person.

Support and aftersales service would be the would be difference between Windows and Linux. Let's face it you machine does not boot up, you call pc seller. I hope you have the experience. :-D Was it worth the money you paid for the support?
Imagine the same thing you have an issue with Windows. Either you can research around and get it fix or call the tech support and tell your problem to a person just like above. It's the same. I assume you get tech support from Microsoft all these years you were using Windows. :-p

Earlier days Linux was not user friendly or the support was difficult to get. But today if you check out Ubuntu or their forums you will see the difference. If you're a company, or you need experts you can hire an support company in that case. That's how companies like Red Hat etc run. They provide professional suport for businesses.

Anyway how much is a Windows copy?
Also it's just the OS. How much is Word, Excel and Powerpoint at least?

Another thing you don't have to worry about viruses.

The reason I used Ubuntu here is personally I know it's just like Windows and there's support in Ubuntu forums for anything. At least give it a try. You can save the money put to Windows and Office software to buy some shares.

goto www.CDAX.LK . try to start downloading. Then you can select the appropriate program for your Operating system Win, Linux, Mac ...

I have used it on Ubuntu.

For DirectFN - You have to get it from the broker.

I do not know anything about Ubuntu Linax.But I do not think these are charity services and viruses may come when the usage get increased.

ඒ වගේම කාරිය කෙරෙන තුරු කාගෙත් ‍රැවටිල්ල කියලා කවියකුත් තියෙනවා.

linux මත නිමවුන උබන්ටු හා නොයෙක් ඒ වගේ විශාල ගණනක් operating system හා වෙනත් මෘදුකාංග හදන්නේ එක අයෙක් නෙවි. එය ලොව සිය ගානක් හැමවිටම එක්වී හදමින් වැඩෙමින් යන දෙයක්. ගොඩක් ඒවාට අයිතිකාරයෙක් නැහැ.
මුලින්ම තිබුනේ Unix කියන සිස්ටම් එක. එක නොමිලේ දුන්න එකක් නෙවි.
Linus Tovalds කියන පින්ලන්ත ජාතික තරුණ පරිගණක ඉන්ජිනේරුව කැම්පස් එකේ Unix ඉගෙන ගන්න ලැබුන. ඔහු හිතුව මේවගේ එකක් කාටත් ලබා ගත හැකි ලෙස හදන්න. . ඔහුගේ MSc උපාධියට නිබන්ධනයක් ලෙස 1990 දී තමයි මුලින්ම මෙය නිමවුවේ. එහි codes ඔහු හැන්ගුවේ නැතුව හෙළි කරන්න තීරණය කළා. දැන් එම source codes ඕන කෙනෙකුට ලබා ගන්න පුළුවන්. ඒ මත හැදුනු සිය ගානක් Operating systems තියෙනවා.
ඔබත් C++ වගේ හොඳ Programming language එකක expert කෙනෙක් නම් ඔබට අවශ්‍ය ලෙස මෙම මෘදුකාංග වෙනස්කරන්න වැඩිදියුණු කරන්න පුළුවන්. එහෙම කලාම එය ලොව අන් අය අතරත් බෙදා ගන්න පුළුවන්. ඒ ලෙස තමයි මෙම වැඩසටහන් නිතිපතා වැඩි දියුණු වේවි යන්නේ. මෙම ක්‍රමයට පුද්ගලික ආයතන මගින් නිමවුන Red Hat වගේ ඒවා විකුණන්නත් තියෙනවා. ඒවා එක්ක දෙන සේවය නොමිලේ දෙන්නේ නැහැ.

විශේෂයෙන් networking වලදී මේවා Windows වලට වඩා වේගවත්.
අපි දන්නේ නැති උනාට අපි යන වෙබ් සයිට් වල බොහොමයක් සර්වර් වැඩ කරවන්නේ වින්ඩෝස් වල නෙවි Linux මත. එම සර්වර් අරක්ෂදයි කම වැඩියි. ලාබයි.
ලොව පුරා බැංකු, ගුවන් ගමන් පාලනය , GIS , GPS ආදියේ දැවැන්ත ඩේට බේස් වන Oracle , MySQL වැඩියෙන්ම දුවන්නේ Linux වල.

කොපමණ හොඳ උනත් මෙහි සාමාන්‍ය ජනතාවට තිබුන ගැටලුව තමයි මේවා install කරන්න ලෙහෙසි නොවීම. අනිත් එක මේවා මත දුවන Word prosessing , spread sheet , graphics වැනි application programs වල හිඟ කම. ඒක නිසා තමයි ගොඩක් අය පහසු Windows මත යැපුණේ.

නමුත් දැන් ලෝකෙම කොල්ලෝ කෙල්ලෝ හෝ ගාල මේවා සඳහා නොමිලේ ලබාගත හැකි, හැසිරවීම පහසු ප්‍රෝග්‍රෑම් හදනවා. Microsoft වගේ බිස්නස් කාරයෝ ලෝකෙම නටවන එකට විරෝධයත් පාමින්.
තවද වයිරස් ඇටක්, හැකින් ගොඩක් එල්ලවෙන්නේ Windows වලට. ඉතින් Linux based O/S වලට ඒවා එනවා ත් අඩුයි. එකේ කොහොමත් ප්‍රෝග්‍රෑම් ඔටෝ ඉන්ස්ටෝල් වෙන්නේ නැහැ.
Windows වැටුනත් Linux වැටෙන්නේ නැහැ .

True. Those university professors / senior officers in the government departments should have thought before accepting the free Windows bundle and the 10% they got.

(Clarification Linus only wrote the kernel (central core part) but used Richard Stallman's work, GNU programs to make the complete OS. So we should mention GNU Linux.)

Linus used a commercial source code management program to manage the code (like managing the text files when many people work together). After Linux became famous that commercial company cancelled the free copy given to Linus or something and Linus got fed up with that commercial product. So he wrote a source code management program by himself and published it freely as well. That is called Git and it is taking over from the previous source code management programs which are also free and open source, cvs and subversion. Everybody from largest company to smallest use these software to store their source code for decades. But all 3 are in your words, charity services and they're managing almost all the programs in the world.

The way Unix Linux works viruses cannot propagate. It's the nature of the system. It's nothing to do with not being used. I guess 99% of the Internet is made up of Unix Linux Solaris (also now open) type servers. There're millions of them out there for virus writers to write and running the Internet open for 24x365 for decades without a reboot. They should have been all infected with viruses decades ago.

Anyway many companies are doing cost cutting these days and free software is one thing they do as software costs would be higher than the hardware.

Any person who thinks non Sri Lankan way and wants to try out, get the latest Ubutnu Live CD and try out. It won't do anything to Windows. Then if you like you can dual boot (having both in the same machine at the same time)
As I said, if you give one person a Windows and another a Ubuntu and let them use computers, the experience would be the SAME for both.

The Sri Lanka Police reaffirmed its focused determination to the task of protecting intellectual property (IP) rights, when it carried out yet another copyright enforcement raid. This time, the Colombo Crimes Division raided an established corporate entity in the banking and financial sector, suspected of using pirated and unlicensed software. The raid took place in Colombo last week where the inspection and identification of suspected pirated software took over five hours. Thereafter, the police seized all the computers installed with the pirated software into police custody, and will be produced in Court as evidence.

As the country journeys towards building a vibrant IT industry and becoming a strong offshoring destination for global companies, the focus of the Police is on taking action on an on-going basis against companies that persist in using pirated and unlicensed software in their business. Many of these companies are, by now, clearly aware that copyright infringement is a criminal offence, and yet continue to disregard the law.

The law governing intellectual property rights under the Intellectual Property Rights Act No. 36 of 2003 is very comprehensive and states that computer programs are protected works and are original intellectual creations. Any person who willfully infringes any of the rights protected under the Act shall be guilty of an offence and shall be liable, upon conviction after trials before a Magistrate, to a fine not exceeding Rs.500,000 or for imprisonment for a term not exceeding six months or both the fine and imprisonment.

Section 187 of the Act goes on to state that where an offence under this Act has been committed by a body corporate, every person who at the time of the commission was a Director General, Manager, Secretary or other similar officer of that body, shall be deemed to be guilty of that offence, unless he proves that the offence was committed without his knowledge.

The BSA website www.bsa.org has free software audit tools to assist organizations in carrying out an internal software audit. In addition, businesses should always insist on original software, maintain records, invoices and documentation on file at all times.”Sudath Perera Associates acted as the lawyers for the aggrieved party.
