Not correct. Foreign funds look at the sovereign first. Lower risk free rate is a good sign. Plus most investments in the CSE are off the borrowings on govt securities i.e. effectively leveraged. Hence some of you look puzzled at foreign purchases of Tbillsetc.

My simple question is who is the driving force? Locals Or Foreigners?

There is no bull without massive local participation. Locals drive the bourse up/down. Foreigners only invest based on macroeconomic indicators
