Calculating P/E is simple.
Just divide the current market price by Earnings Per Share, EPS ( 12 months ) of the particular stock.
But there are few issues in choosing EPS. Usually a company declares annual EPS at the end of FY, the latest you will find is in FY-2012/13.  Now ,  we are in November 2013. So EPS in FY 2012/13 is too old, and does not indicate the current picture.
One option is  to use  EPS for last 4 quarters, ( ending with 4Q -Sep 2013).
Other option is to forecast EPS for FY 2013/14, based on results for last 2 quarters.

The big question is what is the use of P/E ratio. As you have asked ,can we say a stock is good or bad based on P/E ratio ?

You will hear lot of things about  conclusions based on comparison of P/E of a particular company with sector P/E, market P/E.
My humble  opinion is .....  there is no point in comparing like this.
If you are comparing , compare with the P/E of similar companies  in the same business. When I say similar, its like this.
Compare SAMP with COMB, HNB, NTB,  but not with PABC, UBC.

..IBD studies of the biggest market winners over the past 50 years show no correlation between their P-E ratios and their huge run-ups. In fact, many had high P-E ratios before starting their ascents.

For example, Google's (GOOG) P-E ratio was a whopping 133 when it broke out above a 113.58 buy point in September 2004, not long after it went public. The Internet search engine went on to quadruple by January 2006, to a high of 475.11.

"The fact is, investors with a bias against what they consider to be high P-Es will miss out on some of the greatest opportunities of this or any other time," wrote IBD Chairman and founder William J. O'Neil
