I am assuming that the new shares after the rights sale will trade on the 15th of November. That would mean the new shares will also be entitled to the dividend!

They specifically mentioned, its on the enhanced capital, so yes, new shares also entitled for it.

How many shares did you have before the rights issue? They mentioned additional shares would be given based on the the shares already held in the company.
