CFL are Compact Florescent Light . They emit most of their energy as heat, not light, making them inefficient as well.

If you touch top of a CFL while burning you can feel it.

Most efficient therefore is LED bulb.
Incandescent light bulbs are the most inefficient.

Each CFL bulb contains 1mg-5mg of Mercury. This is the major risk in CFL. Mercury is very toxic to your health and the environment.

The Govt. should discourage CFL and popularize LED

Some companies sell branded LED bulbs with very high margin. I buy them from 1st cross street Pettah. hint : 9W @ 120/-

I heard inferior quality bulbs are in the market.you have to look into lumin reading also ?

Led lights also generate heat but are the most efficient of all existing lighting types.  

Three important suggestions though: Although the cheaper Pettah bulbs are attractive they may not deliver on the advertised lifetime of use.  They are cheaper because they often have a lower quality build specification so whilst most branded LEDs can actually last the promised 30,000 hours for example, cheap ones may have a fed LEDs fail and may not carry a guarantee.  About 5-30% of the individual LEDs on some cheap bulbs fail within weeks.   Still in less frequently used parts of the house, cheaper LED bulbs are more cost effective even allowing for failure compared to pricey branded LED bulbs.

However in heavily used parts of the house, where there is a lot of newspaper reading or TV viewing, a quality LED bulb is important.  LEDs actually flicker many times per second.  It actually goes on and off about 100x times per second but our brain can't process that fast enough to see it.  Therefore we see it as constant light when it's not.  A higher, longer amount of time ON per second is better for reading, especially for children and students who otherwise may have headaches as a result of this. Less flicker on high quality bulbs so pay more where it matters! 

Last but not least, colour temperature should be accurate and as advertised so the higher quality ones tend to do this better.  While the white daylight bulbs are good for offices during the day, home use in the evening should have the WARM white type with a more natural, more yellow glow.  Research shows that the White Daylight LEDs emit more blue light which affects our body clock and reduces quality sleep later in the night.  The Warm white (slightly yellow/candle light) colour is best for evening use.  Some suspect retina damage with the Blue light LEDs (White Daylight versions of low quality might be the worst offenders!)
