It does not say that you should not buy from an IPO. What it says is you should always look for the correct price when purchasing a share whether it is from an IPO or not.

For example LGL was offered for Rs. 23 per voting share and for Rs. 17 per non voting share in the IPO if i am not mistaken. People who bought from IPO will now have a huge return.

FLCH at this level is a real good bargain right now.. Not only because it is trading below its NAVPS but its diversified business interests can yield more lucrative earnings in the future.. However I wonder who is selling FLCH at 4.20..

If I am correct EXPO IPO price was 14/- and many ppl thought price will come down drasticaly due to the reason that private placement had been done at a very low price and they will start selling to gain quick profits. As they expected price dropped to 12.90 and again started upward trend and now reaching IPO price and selling big parcels at 13.70-13,80 level. Likewise FLCH too now may be some of the retailers selling at even 4.20 but definetely it will soon reach IPO price I believe.
