Then again over regulation can be bad as well. If you allow only a selected bunch of people to post and then no matter how dumb you are, if you pay some you can post anything, that too can destroy a forum.

At least there is something to read here though you have to carefully select..

It's pretty simple really, you have a guideline about what can be posted on the forum. and punish people who don't follow that guideline. I'm fine with people recommending particular shares on the forum, even if it sounds promotional. But whatever point you make on the forum needs to be backed up with some reasoning.

And what is this other forum people are talking about?

There are number of mods. I know some who are/were good mods. Some I don't know why they have been appointed mod or what they have 'moderated' so far.
