To end this, I say I am not for Moderation but I leave that task of deciding whether moderation is to be applied or not to those who run the forum.

in the long run, the forum must be a good knowledge base for anyone which sustains the genuine membership and good quality active participation without any malicious posts.
even at present we got great active participation but its hard to pick good ones from the whole.
but if at least the mods do something to make the forum clean. merge repeated topics, correct topic headers etc.,
it's hard to teach netiquette to everyone. till then the mods must step in to help!
