Ninety Rolls Royce cars are to be imported at enormous cost, for the November Commonwealth Heads of Government Meeting (CHOGM) to be held in Colombo, but many countries were expected to boycott the confab, the UNP said yesterday.

UNP parliamentarian Harin Fernando told a news conference in Colombo that the CHOGM should be called off, since the delegates would end up talking about human rights violations under the Rajapaksa regime.

The guest list of 4,000 included 90 heads of government. It would be like a wedding without a bride since the head of the Commonwealth, the Queen, it was said would not attend. Eventually only a small number would turn up. But the preparations were continuing at enormous cost to the country, which it could ill afford, he said.

A repeat of the situation that existed prior to the 1976 Non-Aligned Summit in Colombo was being witnessed, with the city being cleared of beggars and shanty dwellers, Fernando said, while recalling that one year later the Srimavo Bandaranaike government was toppled. He predicted that the same thing would happen in 2014.Recently, President Mahinda Rajapaksa flew to the Mattala Airport to be greeted by a big contingent of children. However, he failed to tell them that they would be inheriting the huge debt burden that his administration had created, the MP observed.

Notwithstanding the Queen's no show at the opening session and threats of boycott by the West, plans are afoot to import 200 luxury limousines for the Commonwealth Heads of Government Meeting (CHOGM) scheduled for the end of the year.

This would include 60 vehicles of latest Mercedes Benz C class and BMW 7 series for the travel of the attending Heads of States. The other vehicles, which also include luxury vans, jeeps and cars, will be allocated for the visiting delegates. The imported luxury vehicles will be used for the ministries and the VIPs who visit Sri Lanka, after the CHOGM.

I doubt they would consider Sri Lanka as a must go place now due to Queen's age. Especially her husband's health is not at the best.

Even if they get the most luxurious facilities, flying to Colombo is a long haul journey.

I would be very surprised if she turns up at this meeting due to above reasons.

Surely UNP will say Queen is planning to boycott the meeting ( no matter what the reason).

What's the problem? No issue. Govt will have to provide good vehicles to Head of the states. Can you give them used cars? This is a great international event and Sri lanka will be able to enjoy economic and political benefits.We here are also enjoying benefits of it right now. After confirmation of the CHOGM ASI too started a run. Let us enjoy the benefits rather than critizising the Govt without any valid reason.

One hundred brand new vehicles; ministers want them afterwards

The Government will spend more than US$ 7.8 million or Rs. 1.2 billion to import 40 luxury BMW cars and 60 Defender jeeps for the upcoming Commonwealth Heads of Government Meeting (CHOGM) in Colombo. While the cars are for use by heads of state or government, the new Defender Jeeps will be for security details, an official source revealed yesterday.

At the end of the summit, the source said, the vehicles would be sold by public auction to recover the money spent on them. As previously reported in the Sunday Times, several ministers have appealed to President Mahinda Rajapaksa that some of the BMWs be given to them as official vehicles. No decision on the matter has yet been made.

A state bank has already opened Letters of Credit for the import of the fleet of BMWs. The super luxury cars will cost US$ 6 million or Rs. 793 million. The Defender jeeps are expected to cost US$ 1.8 million or Rs. 238 million.

Officials said that Prince Charles, deputising for his mother Queen Elizabeth, would bring his own luxury vehicle for the event. Indian Prime Minister Manmohan Singh, if he decided to come, would also bring his own limousine, the official said.
The government has allocated Rs. 1,930 million for the accommodation of VVIPs, the Commonwealth Business Forum, the Commonwealth People’s Forum, official engagements and hospitality, spouses’ programme, social programmes, retreat, accreditation, meeting venues and miscellaneous expenses.

In addition, the Ministry of Mass Media will spend a further Rs. 975 million. But the cost for luxury vehicles and transport expenses was not included in the original estimate for official expenditure.

The total expenditure for the CHOGM has been pruned down to Rs. 3.5 billion, from the initial estimate of Rs. 6 billion, the Sunday Times reliably learns.

Heads of 54 Commonwealth countries are expected to participate in the summit, scheduled to be held in Colombo from November 15 to 17. The Commonwealth Youth Summit will be held in Hambantota, concurrently.

The government is in a dilemma in allocating 54 luxury Benz S400 vehicles that were imported to the country for the Commonwealth Heads of Government Meeting (CHOGM) held in Colombo recently, informed sources said.

All these Benz cars are now parked at the DIMO vehicle yard at Weweldeniya and the government can take it away at any time, Ranjith Pandithage, Chairman and the Managing Director of Diesel and Motor Engineering Company Plc (DIMO) told the Business Times.He revealed that the company received the payment for vehicles through the Bank of Ceylon and the transaction has been completed.

He noted that there was no leasing arrangement in importing these vehicles for CHOGM.

However the government is considering several options before taking a final decision on the distribution of 54 Benz Cars, authoritative sources said.

One such option was to direct the company to re-sell some of the vehicles on behalf of the government closing the letters of credit opened through the Bank of Ceylon, these sources said adding that in that case the company will have to refund the money to the Treasury.

The Business Times reliably learnt that some of the 54 Benz cars will be distributed among ministers loyal to the president and close family members.

But the government is yet to decide on this matter as the selection of Benz car recipients would not be an easy task.

Under this set up, the president will take the final decision on the distribution of 54 Benz cars, 41-seater luxury Land Rover Defender jeeps and other vehicles including 60 Nissan Teana cars, 54 Nissan Slyphy cars and 54 Toyota Corolla cars.

After the summit the vehicles had been returned to the companies which imported them and at present they are parked at vehicle yards of these companies.

Meanwhile the government plans to pay Rs. 446 million to the Ministry of Defence and Urban Development to cover the expenses incurred on purchasing vehicles for the security related activities at the CHOGM 2013.

Well.. that's the situation here, but in a lesser country what would happen is..

1. Wait for the heat to go down, distribute to relatives and close friends..
2. Wait for the elections to finish, distribute to relatives and close friends..
