The government is preparing plans for a toll on vehicles entering Colombo and intends to enforce it from next year, officials said, adding that the proposed toll would be included in next year’s budget proposals.

Another proposal receiving consideration is to impose a levy on joggers and walkers using specially built areas in the capital. According to the road tax proposal, special ticket counters are will be set up at vehicle entering points of Galle Road, Kandy Road and Negombo Road. Motorists are expected to retain the ticket until they leave city limits.

This proposal was aimed at increasing the revenue of Colombo Municipal Council and other relevant local government authorities, officials revealed.

Over 41,000 light vehicles enter Colombo City on week days causing heavy traffic congestion, police said. The proposal to levy a fee on hundreds of people using walking tracks and bicycle paths on a daily basis is aimed at recovering the money spent for the development of public open spaces in Colombo and suburban areas and its maintenance, the officials said.

This proposal was discussed at a top level meting recently with the modalities and practicability of such a system as well as bottlenecks in implementation also being discussed.

A survey carried out by the Urban Development Authority (UDA) reveals that, the development of such spaces near Independence Square, Water’s Edge, the Japan Sri Lanka Friendship Road in Colombo, and the Nawala Wetland Park near Nugegoda are very popular at present.

Similar walking tracks are to be built in the Gampaha district with many more such tracks planned in all the metropolitan areas that are being developed by the UDA.

So now we'll have to pay for the walks to get the benefit? Now free walk is gonna over.. Jeez... who get these kinda ideas????
Many parliamentarians could own private gims to do exercises and no need to even walk Wink

But the common man cant.

Govt does the development and ask the public to pay for it.. Seriously if so, we didnt ask for passages for the public to do joggin and exercises rite? Jus lay the good roads and public will anyways pay for the development..

I think this can be considered as a good proposal at lest middle class
mind set has to be changed to pay the services obtained

WE can,t expect every thing free from the govt

Really? This is how Govn is going to take care of its people?

Enga badhdha , and Balu badhdha like in British times will be next and maybe even better , how about a tax for Air that we breath (they can say they provide fresh Air , otherwise is poluted) ?

ps : One thing, I understand a need to charge a fee for a specially developed areas if they are giving lot of facilities to users. But are they ? Is this another way of trying to burden people more.

Vehicle entry tax to Colombo ? How about a tax staying over in Colombo and eating Colombo cooked food along with breathing the lovely Air?

You are correct under present circumstances

We can't agree giving car permit and other facilities unnecessarily to

Politicians and others and introduce levy on Joggers

But I do not agree with FREE RIDER concept

More interestingly seems that more than 1 person is thinking that this could happen.

Why is that? It is due to the fact that they are making it so apparent that burdening the public more and more is the set trend ?

Hope someone higher start realizing that even patient people will get pissed off if they are continuously harrased/burdened.

Usually I am not political, but whoever does things like this ... needs to wake up.

No I doubt this will happen. Who runs CMC?

Toll on (private) vehicles entering Colombo is a good move. This should only focus during the week. Not during weekend.
Should give exceptions for lift sharing people. Not too sure how they gonna implement it without the resources.

If they want to reduce congestion in Colombo, they should start within Colombo itself (there are things they can do like improving public transporation) then worry about outsiders.

Guys,

Toll on vehicles is good, but prior to that the government should ensure there is a good public transportation in the Colombo city, cities like Kuala Lampoor have effective public transportation like the metro train system.

Sometimes back they tried to implement an office transportation bus service but was a total failure.

One more thing these new papers try to create unnecessary issues regularly Once I remember there was a big noise saying "Short Dresses will not be allowed in Colombo City and people will not be allowed to spit after eating beetle leafs". So we need to be open minded.

Whats the purpose of tolling

Is it to reduce congestion ?
Is it to reduce foreign outflow by way reducing consumption of petrol & diesel
Or Else just another way to tax the people, so that they can get more money into CMC.

When you are tolling, you need to give alternate routes like in Dubai, people to come use.But we do not have such routes to use in colombo.
Provide workers to work from home ......
Provide good public transport services by way of Buses,Trains.
Provide concessions to School & Office van services.

These officials will try and suck from the middle income earners,whilst ministry vehicles will have all the perks and passes.

They will say no toll on government vehicles and state workers,
Teachers,Doctors,Nurses etc will be excluded.

why dont they start taxing on monthly from people using monteros,bmws,rangerovers,lamboghinis,hummers,mercedes and high powered vehicles because of their diesel consumption is very high compared to mileage of 4-5 km/litre.

tolls for vehicles should implement with the development. but Levy on joggers should not , because we should encourage exercising for healthy people.

why middle class....every government tax high the middle class if you look at % to the income.

The rich class and the ministry class for them no worries,because they are well off.
In srilanka most middle class family and rural families once a week or month they go to galle face or public recreational places to enjoy with their kids and family.
i do not see any logic for such charges for utilising common public areas. this will restrict money circulation, where people will try to hoard and create recession.loose jobs those interlinked with providing services like food sellers etc when public do not use/frequent such areas.

Tolling for me is ok, if they maintain the roads properly without potholes,proper street lighting.In srilanka when you drive in the night how many of you are comfortable due to poor lighting on rood side.Its highly risky driving in the night.

Anyhow if they implement it that will be the last budget this government will make..... Smile
