SL lost the UN vote Manප්‍රභාකරන්ට එරෙහි වඩමාරච්චි මෙහෙයුම නතර කළේ ඉන්දියාවයි. කොටින්ට ආයුධ පුහුණුව ලබා දීමට හිටපු ඉන්දීය අගමැතිනි ඉන්දිරා ගාන්ධි සමයේ ක්‍රියා කළේ ද ඉන්දීය රෝ සංවිධානයයි. ඊට හේතුව වශයෙන් ඉන්දියාව පසුව කියා සිටියේ එවකට ශ්‍රී ලංකා ජනාධිපති ඡේ. ආර්. ජයවර්ධන ත්‍රිකුණාමල තෙල් ටැංකි සමූහය ඇමරිකාවට ලබා දීමට ක්‍රියාකරන බවයි. ඊට හේතුව වූයේ ඉන්දියාව ඡේ. ආර්. ජයවර්ධන සමයේ ශ්‍රී ලංකාවේ ඊශ්‍රායල් තානාපති කාර්යාලයක්‌ ස්‌ථානගත කිරීමට එරෙහි වීමය.

එහෙත් ඉන්දීය රජය ඉන්දියාවේ ඊශ්‍රායල් තානාපති කාර්යාලයක්‌ ස්‌ථානගත කිරීමට පසුව ඉඩ දෙනු ලැබීය. අද ඉන්දීය අගමැති මන්මෝහන් සිං ශ්‍රී ලංකාවට එරෙහිව ඇමරිකානු යෝජනාවට පක්‍ෂ වන බව පවසා තිබේ. ඔහු එම ප්‍රකාශය කර ඇත්තේ තමිල්නාඩුවේ කොටි හිතවාදීන්ගේ ඉල්ලීමට අවනත වීමෙනි. එහෙත් සැබෑව නම් කොන්ග්‍රස්‌ පක්‍ෂයේ තමිල්නාඩු බලය රඳවා ගැනීමේ අරමුණෙනි.

මෙහිදී ශ්‍රී ලංකාව යුද අපරාධ කළ බවට තමිල්නාඩු කොටි හිතවාදී දේශපාලනඥයන් චෝදනා කර ඇත.

එහෙත් ප්‍රභාකරන්ගේ සමීපතම සගයා වූ කාසි ආනන්දන්ට දේශපාලන රැකවරණ ලැබී ඇත්තේ තමිල්නාඩුවෙනි.

වන්නි මෙහෙයුමේදී ඉන්දියාව භාරත් ඉලෙක්‌ට්‍රොනික්‌ස්‌ සමාගමේ ඉන්ද්‍රා රේඩාර් මෙරටට සැපයින. එහෙත් කොටි යානා එන විට එම යන්ත්‍ර අක්‍රිය විය.

අවසානයේදී රජයට සිදුවූයේ චීනයෙන් ත්‍රිමාන රේඩාර් පද්ධතියක්‌ ලබා ගැනීමටය.

ජිනීවා මානව හිමිකම් සමුළුවට ඉදිරිපත් වූ ඇමරිකානු යෝජනාව සම්බන්ධව ඡන්ද විමසීම ආරම්භ වීමට පෙර අගමැති මන්මෝහන් සිං කළ ප්‍රකාශය නොබැඳි රටක්‌ වූ ශ්‍රී ලංකාව පාවා දීමකි. මෙය රජීව් ගාන්ධි ඝාතනය වූ තමිල්නාඩුවේ දේශපාලකයන්ට ද අවනත වීමක්‌ නිසා රජීව් ගාන්ධිට ද පාවාදීමක්‌ යෑයි කිව හැක.

මෙහිදී ශ්‍රී ලංකාවට එරෙහි ඇඟිල්ල දික්‌කිරීමට ඉන්දියාවට නොහැක.

1987 ඔක්‌තෝම්බර් මස දීපවාලි දිනයේදී ඉන්දීය සාම සාධක භටයන් විසින් යාපනය රෝහලේදී කාර්ය මන්ඩලයේ රැසක්‌ ඝාතනය කරනු ලැබීය.

1987 ඔක්‌තෝම්බර් 21 වැනිදා ඝාතනයට ලක්‌ වූ පිරිස මෙසේය. වෛද්‍ය ඒ. සිංවපානසුන්දරම්, වෛද්‍ය එම්. කේ. ගනේෂරත්නම්, වෛද්‍යපරිමෙලාහර්, හෙදි පාලිකා වඩිවේලු, හෙදි ලීලාවතී, හෙදි සිවපාත්තියම්, හෙදි රාමනාදන්, ගිලන් රථ රියෑදුරු, ශන්මුගලිංගම්, දුරකථන ක්‍රියාකරු - ක්‍රිෂ්ණරාජා, වැඩ අධීක්‍ෂක සෙල්වරාජා 1987 ඔක්‌තෝම්බර් 22 වැනිදා ඉන්දීය හමුදාව එකී පිරිසගේ සියලු සිරුරු පුළුස්‌සා විනාශ කර ඇත.

මෙහිදී මියගිය සංඛ්‍යාව 68 ක්‌ යෑයි හෙළිවිය. මේ මිනිස්‌ ඝාතන ගැන ඇසින් දුටු සාක්‍ෂි ඉදිරිපත් වුවත්, ඉන්දීය රජය හෝ හමුදාව කිසියම් විමර්ශනයක්‌ කළේ නැත. මානව හිමිකම් උල්ලංඝනයවීම් හෝ වගකීම දැරිය යුතු යෑයි යෝජනා ඉදිරිපත් වූයේ ද නැති බව පැහැදිලිය. එදා ඉන්දීය හමුදාව මේ අපරාධ සිදුකරද්දී තමිල්නාඩුවේ දේශපාලනඥයන් වූ කරුණානිධි හෝ ජයලලිතා ඊට එරෙහි වූයේද?

යාපනය රෝහලේදී වෛද්‍යවරුන් හෙදියන් පමණක්‌ නොව සිවිල් කම්කරුවන් ද ඝාතනය විය. පීටර් සහ තුරෙයිරාජා ද ඒ අතර විය. මේ එම ඝාතනයේ එක්‌ සාක්‌කියකි.

"සිවපාතසුන්දරම් දොස්‌තර මහත්මයා අත් උස්‌සාගෙන අපි යටත් වෙනවා, අපි අහිංසක වෛද්‍යවරු හා හෙදියන් යෑයි කෑ ගැසුවා. එහෙත් සිවපාතසුන්දරම්ට වෙඩි තබා මැරුවා."

එහෙත් ඉන්දීය රජය මේ අපරාධ ගැන හඬනගන්නේද? ඉන්දීය සාම සාධක බළකායේ ජනරාල් රුද්රිගුස්‌, ජනරාල් කල්කට්‌, දේශ්පන්ඩේ, හරිකිරාත් සිං යන බුද්ධි සේවා ප්‍රධානි කර්නල් හරිහරන් ද මේ මිනිස්‌ ඝාතනය ගැන වගකිව යුතු නොවේද?

එසේ වුවත් විමර්ශනයක්‌ පැවැත්වීමට ඉන්දීය රජය ක්‍රියා කළේ නැ.

අප මේ තොරතුරු හෙළිකරන විට කොළඹ ඉන්දීය මහ කොමසාරිස්‌ කාර්යාලයේ නිලධාරීන්ට රිදෙන්නට පුළුවන. එහෙත් යථාර්ථය හෙළි කළ යුතුය.

ඉන්දීය හමුදාව අම්බික්‌සාරි සික්‌ රන් දෙවොලේ සිටි සික්‌ ත්‍රස්‌තයන්ව විනාශ කිරීමට ඔපරේෂන් බ්ලූස්‌ටාර් මෙහෙයුම දියත් කළේය.

මෙහිදී කාන්තාවන් හා ළමුන් රැසක්‌ ද ඝාතනය විය. මේ සම්බන්ධව මානව හිමිකම් චෝදනා එල්ල වුයේ නැත.

එහෙත් තමිල්නාඩු බලපෑම මත ඉන්දියාව මිත්‍රශිලී රටක්‌ වෙනුවෙන් සහාය නොවී ඇමරිකාවට පක්‍ෂපාතී වීමෙන් ශ්‍රී ලංකාවට ෙද්‍රdaහී වී ඇත.

අද ටාටා - ලේලන්ඩ්, අයි.ඕ.සී, මහේන්ද්‍රන්, බජාජ් ඇතුළු ඉන්දීය සමාගම් රැමක්‌ ශ්‍රී ලංකාවේ ක්‍රියාත්මක වේ. ත්‍රිකුණාමලයේ තෙල් ටැංකි සංකීර්ණයේ කොටසක්‌ ද ඉන්දියාවට බදු දී ඇත. දුම්රිය පාර හැදීමේ කොන්ත්‍රාත්තුව ද ලබාගෙන ඇත්තේ ඉන්දීය සමාගමකි.

එසේ වුවත් තමිල්නාඩුවේ දේශපාලකයන් හමුවේ ඉන්දියාව දණින් වැටී ඇත.

ජිනීවා හි කොටි පැවැත්වූ විරෝධතාවයෙන් පසු දක්‌නට ලැබුණේ කාශ්මීරයට ස්‌වයං පාලනයක්‌ ඉල්ලීමේ කණ්‌ඩාම එක්‌සත් ජාතීන්ගේ මූලස්‌ථානය ඉදිරියේ සිටින බවයි.

ඇසෑම්, නාගලන්ත, බෝඩෝ වැනි බෙදුම්වාදීන්ගේ තර්ජනය ඉන්දියාව හමුවේ පවතින බව ශ්‍රී ලංකාවට එරෙහිව ඇමරිකානු යෝජනාවට පක්‍ෂපාතීව ඉන්දීය රජය ක්‍රියා කිරීම ශ්‍රී ලංකාවේ බහුතරයේ පිළිකුලට භාජනය වී ඇත.

ශ්‍රී ලංකාවට එරෙහි ඇමරිකානු යෝජනාවට අවසාන කෙටුම්පත තවම අපට ලැබී නැහැ. ලැබුණු පසු ඊට සහභාගිවන්නෙමු යෑයි අගමැති මන්මෝහන් සිං පවසා ඇත.

මන්මෝහන් සිංගේ ප්‍රකාශය සම්බන්ධව ඩී. එම්. කේ. පක්‍ෂ නායක කරුණානිධි පවසා ඇත්තේ ඉන්දීය රජයේ අවසාන නිගමනය ප්‍රකාශ වනතුරු බලා සිටින බවයි

ඩී. එම්. කේ. පක්‍ෂයේ මන්ත්‍රීවරු 18 ක්‌ දැනට ඉන්දීය පාර්ලිමේන්තුවේ සිටී. මේ අතර ශ්‍රී ලංකාවට එරෙහි ඇමරිකානු යෝජනාවේ ඡන්දය මෙම 22 වැනිදා ආරම්භ වේ.

එහිදී ඉන්දියාව විසින් ශ්‍රී ලංකාව සම්බන්ධව අනුගමනය කරන මෙරට ජනතාවට පමණක්‌ නොව නොබැඳි රටවලට ද පැහැදිලි වනු නියතය.

පසුගිය කාලයේ ඉන්දීය විදේශ ඇමැති ක්‍රිෂ්ණ මෙරටට සම්ප්‍රාප්ත විය. ඔහු උතුරු නැගෙනහිරට 13 වැනි සංශෝධනය ලබාදෙන්නැයි ඉල්ලා සිටියේය.

එහෙත් උතුරට හා නැගෙනහිරට පොලිස්‌ බලතල දීමට රජය එකඟවූයේ නැත.

මේ පසුබිම යටතේ ඉන්දියාව ද ශ්‍රී ලංකා රජයට දඬුවම් කිරීමට බලා සිටින බව පැහැදිලිය.

මෙයට කලකට පෙර කොළඹ ඉන්දීය මහකොමසාරිස්‌ කාර්යාලයේදී තරුණ ද්‍රවිඩ දේශපාලන නායකයකු සහ ඉන්දීය නිලධාරීහු තිදෙනකු අතර සාකච්ඡාවක්‌ පැවැත්විණි.

මෙහිදී එම දේශපාලකයා පැවසුවේ 13 වැනි සංශෝධනය අවශ්‍ය නැති බවයි. මෙය ඇසූ ඉන්දීය නිලධාරීහු තිදෙනාගෙන් දෙදෙනක්‌ දැඩි ලෙස කෝපයට පත්වූහ. ඉන්දියාව කුමක්‌ කීවත් ඉන්දීය "රෝ" බුද්ධි සේවාව තවදුරටත් මෙරට ක්‍රියාත්මක වන බව පැහැදිලිය.

චීනය හම්බන්තොට වරාය ඉදිකිරීමත් සමඟම ඉන්දීය කොන්සල් කාර්යාලයක්‌ හම්බන්තොටදී ස්‌ථානගත විය.

ඉන්දියාව වසර ගණනකට පෙර උතුරට පරිප්පු අහසින් දැමීමේ විරාඡ් ප්‍රහාරක යානාවල රැකවරණ මතය. එසේම මෙරට අභ්‍යන්තර කටයුතුවලට බරපතළ ලෙස මැදිහත් විය.

ඉන්දු ලංකා ගිවිසුම පවා අත්සන් කළ අතර මෙරට ජනතාව එම ගිවිසුමේ තිබෙන්නේ කුමක්‌දැයි පවා දැන සිටියේ නැත. සටන් විරාම ගිවිසුම සඳහා ද ඉන්දීය රජයේ අනුමැතිය ලැබුණු බව නෝර්වේ අමාත්‍ය එරික්‌ සෝල්හයිම් විසින් පවසා තිබිණි.

මෙරට ජනතාවට දිගු කලක්‌ තිස්‌සේ සිතා සිටියේ ඉන්දියාව සිය සමීපතම මිත්‍රශීලී රාජ්‍යය බවයි. එහෙත් දැන් සිදුවන්නේ කුමක්‌ද?

ඒ කොටින් විසින් ඝාතනය කළ හිටපු අගමැති රජිව් ගාන්ධි යළි පාවාදීමකට ලක්‌කිරීමයි.

කොටි සංවිධානය පෝෂණය වූයේ තමිල්නාඩුවෙනි. ඊ. පී. ආර්. එල්. එµa. පද්මනාභ ඇතුළු සාමාජිකයන් 17 ක්‌ ඝාතනය වූයේ කරුණානිධි තමිල්නාඩුවේ මහ ඇමැතිව සිටියදීයි.

එහෙත් ප්‍රභාකරන් සම්බන්ධව කිසිදු ක්‍රියාමාර්ගයක්‌ ගැනීමට ඔහු ක්‍රියා කළේ නැත.

ජනාධිපති ඡේ. ආර්. ජයවර්ධන විසින් ප්‍රභාකරන්ව ශ්‍රී ලංකාවට බාරදෙන ලෙස ඉල්ලා එවකට පොලිස්‌පතිව සිටි රුද්‍රා රාජසිංහම් හා නීතිපති ශිවා පසුපතිව ඉන්දියාව වෙත යෑව්වත් එම ඉල්ලීම ප්‍රතික්‍ෂේප කෙරිණි.

මෙවන් ඉතිහාසයක්‌ ඉන්දියාවට ඇත. ප්‍රභාකරන් විසින් රජිව් ගාන්ධිට රැවටීමට යොදාගත්තේ කාසි ආනන්දන්ය. කොටින්ගෙන් තර්ජනයක්‌ නැතැයි ආනන්දන් රජිව්ට පැවසීය. අවසානයේ රජිව් ගාන්ධි ඝාතනය විය.

ජිනීවාහි මානව හිමිකම් සමුළුවේදී අපි එක්‌ දෙයක්‌ දුටුවෙමු.

ඒ කොටි හිතවාදී කැනඩාවේ ගැරී ආනන්ද ඉන්දීය නියෝජිතවරියක්‌ සමඟ කතාබස්‌ කිරීමයි.

මින් ඉන්දියාව ජිනීවාහිදී අලුත්ම රංගනයක යෙදෙන බව සනාථ නොවන්නේද?

A United Nations human rights body backed a U.S. resolution seeking for Sri Lanka to investigate abuses carried out by its forces three years ago at the bloody climax of its 26-year civil war.

The 47-member U.N. Human Rights Council in Geneva adopted the resolution after a vote Thursday in which 24 nations backed the motion, 15 rejected it and 8 abstained.

The resolution forces no legally binding action on Sri Lankan President Mahinda Rajapaksa's government. But the vote represents a victory for the U.S., which hopes it will push Sri Lanka to undertake a credible investigation into abuses carried out by its forces.

U.S. officials have argued that a failure to do so will delay reconciliation between Sri Lanka's majority Sinhalese and the minority Tamil population and could lead to a slide back to violence.

"I wish to emphasize that this resolution is intended to help the people of Sri Lanka achieve a lasting and equitable peace that is marked by equality, dignity, justice and self-respect," Eileen Donahoe, U.S. ambassador to the council, told the body.

Some countries, including China and Russia, opposed the resolution. The Chinese delegation said it believed the action was an interference in Sri Lanka's internal affairs and beyond the mandate of the Human Rights Council.

Mr. Rajapaksa promised to mount a probe into rights abuses after the Sri Lankan army defeated the Tamil Tigers in May 2009 in an offensive that a U.N. panel last year estimated may have cost as many as 40,000 lives.

The U.S., the European Union and other countries say the Sri Lankan state commission looking into abuses, which released its report in December, whitewashed the role of government troops while blaming the Tamil Tigers for most of the deaths.

Some of the commission's recommendations were useful, including calling for Sri Lanka to demilitarize from Tamil areas in the north and east of the country, U.S. officials say. But they argue the government so far has failed to take any action.

The U.S.-backed resolution calls for Sri Lanka to set a timetable to implement the commission's recommendations. It also urges an independent investigation into abuses carried out by both government troops and Tamil Tiger militants at the close of the war.

A year ago, a panel appointed by U.N. Secretary General Ban Ki-moon found in a report the Sri Lankan government was failing to investigate atrocities and called for a similar independent probe.

The report said it found credible reports of mass killings of civilians through the indiscriminate shelling of targets like schools and hospitals by government troops. It also said the Tamil Tigers had carried out abuses, including using civilians as human shields.

1ce war was over , SL govt. promised a lot to international community including India. All such promises went in air & our government thought it is very smart. Like elections time promises they thought can deal with these promises.

Mate go back to da joint press statement by MR & Mr Moon & promises upto now. just 1 example mate; When last time Indian FM came here, he was told dat 13 amendment plus will be done. but 1ce he left da country, govt told we did not promise anything like dat Smile
