Assume 60000 retailers will apply;
Then approx. 130 shares on average.
So it will be something like;
'100 shares for applications below 2000 shares
200 shares for applications above 2100 shares.'
Any other ideas ?

You tie up a fair amount of capital to this IPO and eventually it will just hang around and results in not been allocated for the amount requested.
Like I said before, no doubt this will be a highly anticipated, but look at UBC for example. 80 Billion oversubscription and resulted in maximum 200 shares for retail investors. It didnt rise up to 50 as predicted, started from 45 and now where is it? 28-29.
The rest of the money will just float around which could be used up for other reasons or investments.
