Reuters – Sri Lanka intends to impose a capital gains tax on profits from equities, a senior government minister said late on Monday, as the government attempts to shore up its finances to qualify for an IMF loan.
Sri Lanka’s cabinet approved reintroducing a capital gains tax on land early this month, but has not said whether it would be imposed on profits from buying and selling equities.
“We don’t know the details of it right now, but there will definitely be a capital gains tax on land transactions plus the stock exchange,” Patali Champika Ranawaka, a development minister, told a Foreign Correspondents’ Association forum.
The government is in the process of drafting new legislation for a capital gains tax with technical inputs from the International Monetary Fund.
Reimposing such a tax would be part of government moves to raise revenue, which it has promised the IMF to do in return for a $1.5 billion, three-year loan to support its economic reform agenda.
The capital gains tax could be around 10 percent and was likely to be imposed before the 2017 budget presentation in November this year, Ranawaka said.
Stockbrokers expect the capital gains tax to hit share transactions and discourage new small investors from entering the market.
Since Prime Minister Ranil Wickremesinghe announced the plan to reimpose capital gains tax on March 8, foreign investors have sold a net 5 billion rupees ($33.78 million) worth of shares.
Wickremesinghe abolished a 25 percent capital gain tax on land in 2002, which had been reduced from as high as 45 percent in 1978.

If the stock doesn't flourish, then a companies ability to raise funds will be heavily dampened. This is not ideal for any economy which is looking for growth.

Looks like yathapalana doesn't care about the long term view on economy.

as an example JKH is going to struggle to raise it's planned funds via the warrant conversion, which in turn might delay it's project (if warrant conversion isn't successful, then finding other alternatives would need more time), delays of big project will have a negative effect on our economy, that is what we are experiencing now.

Already billions of money has gone out of SL via stock markets and bonds bcoz of some foolish policy making and administration madness.

Excellent, that is really awesome idea, unions should get to gather and stress that government pay a "compensation tax" when people sell at a capital loss. 

if there is a capital gain tax, why not capital loss tax (government pays tax/compensation to sellers?)? 

all the capital loss is bcoz of this yathapalana.

STL getting good income compare with CGT.

if Government issue Capital Loss Relief. then CGT is not give much and creates problems for investors.

Current P/E 13 now, if its change to 15 level then market gaining around 500 Billions. is that not meaning Government can get 50 Billions. at the same time issue capital loos relief. Government will not get more than 1 Billions

so then this is not big issue. bcz less-than 1 billion money going from Market. money will stay in the market and its create more buying pressure

Government wants to do ---: try to attractive more and bring foreign money and  help to BOP issue.

Government has to create less cost(STL and Fees). in that case CSE can attractive more money. and try to increase liquidity. these are thing Government has to do for CSE

Government should look to open the gate giving some tax relief for new companies. and increase this Business activities. then they will get (VAT, Income Tax. staff cost and other cost..) will stay in sri lanka. why are they going to diff-rent path

in future GSP+ is not a demanding factor. then has to create Backup plans

Government get VAT, NBT, income TAX etc. from companies . Then when the same shares are traded on CSE we have to pay CDS fee+CSE fee+SEC fee+ Govt Cess+ brokerage. In addition when companies pay dividend government that is also taxed by withholding tax. After paying whole this if we still have a profit we have to pay another 10% from that.
Will foreign investors come to pay all these taxes to Sri lanka. Is there no other country to go them? Compare  to other markets  sri lanka is a tiny market. Also low liquidity. Because of this lots of foreign funds reluctant to come to Sri Lanka. After putting another tax will they come? Every day lots of foreign selling . After this tax will foreigners come here.  Even war time net foreign buying.  now net selling and outflow of money. After implementing CGT foreigners will rush to world trade center (CSE) to buy shares!!

This government is like a lottery winner. Winning lottery is very very rare. But once anyone win it the winner will become 'anda manda' one and don't know exactly what to do next. Only thing he knows is a huge money bag in front of him. Then he stars spending all over the place. similarly these people didn't have any clue what to do if they come into power because no one was expecting it. They were battered and bogged down in opposition for more than 20 years. Suddenly when the win the big election only thing they know is that power is in front of them. So similar to lottery winner now they have started to shit everywhere.

Planning for 'A', doing 'B' and then changing it to 'C' and again talking 'A. Why the hell they have reintroduced STL if they want to bring CGT back. These idiots think we all are earning millions from the equity market. They have forgotten that in a trading market like CSE one person's profit is equal to another person's loss.

One thing I can say surely is that if this CGT shit is continue to hit CSE then it is not a dream that ASPI reaching 5500 by year end.

multi million deals will not take place or will reduce, it's going to be a chaos at CSE. new companies will not list on stock market as their would be no real benefits. if they list and then need to sell their stake they would need to pay a tax, so they would prefer to have it private rather than listing on CSE.

already cse is struggling as it's a small market with fewer companies, rather than encouraging more companies to list in cse, this tax is going to discourage them.
