With the fear of huge penalties you can see drivers are reluctant to overtake even in no risk situations.
I experienced this situation last few days and had to crawl in long queues of vehicles, flowing  Piaggios, L boards or 'Kunu lorries' etc.  
This may cause big wastage of fuel all over the Island and add more burden to our US$ crisis.

US$ wasted may go over the Rupees planned to collect  from traffic fines.  Is this another  mess by our Rata Kanna aka gon Thadeesh?

Hmm. Chinwi is saying whenever the driver can't see a police nearby and he should be free to break any road rule to safeguard fuel for the country because there is no risk. Well done.

Rather I suggest to impose a minimum speed limit rule as well together with maximum speed. Then Chinwi can drive at average speed.

Remember the average speed stipulated by Ministry of Transport is 55km/h

Finally some progress in the right direction, I think there was one fatality around every 3 hours of every day last year...

I just saw a massive bike vs threewheeler head on crash in front of the Colombo town hall..

It's the approach that is wrong, not the concept of fines. Vehicles causing congestion by driving at 25km/h and a long tail of traffic (like in the UK photo I think above) should be charged for obstruction.   Especially when it's illegal and unsafe for overtaking as in the above photo.   People pay bribes to pass the driving test, the test is outdated and not educational and therefore from day one, new drivers and generations drive without any knowledge or respect for rules... This is the same with buses, threewheelers, police and armed forces.    A ground up re-think is needed on strategy, fines can only support the effort, they can't create a genuine, enthusiastic change in attitude by drivers.

EC, apparently there is vague charge for causing congestion / minimum speed limit according to a lawyer I know...  I'm not sure if it still exists and the police know of it or have identified it to be a problem to address in the first place...

I think the number of drivers who are reluctant to overtake even in no risk situations due to high fines, are far more lesser than the number of drivers who are reluctant to overtake in risk situations due to high fines. Surprised

Road discipline has been completely ignored before. Unless strict rules are imposed lives of innocent are always in danger. Everyone has to sacrifice something to gain the social benefit for all.

මේ රටේ මිනිස්සූ  බලන්නෙම ඔලුවෙන් හිටගෙන​. පාරක නීතියක් දානව නම් ඒ පාරෙ නියමිත  ප්‍රමිතිය අනුව එය බල සහිත හා රහිත වෙනව​.

පාරක් ඩිසයින් කරන කොට තියෙනව පාරේ පළල​, තීරු ගණන,  වංගුවේ ප්‍රමාණය curvature , ඩිසයින් වේගය​, ඒ හා ඇල වෙන  ප්‍රමාණය banked angle  ආදිය​.
නීතියක් එකතු වෙන්නෙ ඒ ඒ පාරේ දිග පළල මං තීරු ගණන පෘෂ්ඨයේ ස්වභාවය ආදිය එක්ක​.

මං තීරු 1 ක් තියෙන පාරක ඉස්සර කිරීම යි, 2 ක් සහිත පාරක ඉස්සර කිරීමයි දෙවිදියක්.

නමුත් ලංකාවෙ නීති පණවන අයයි, පොලිසියයි මේවා ගැන වැටහීමක් බොහෝවිට නෑ.

අපේ 99% ක් දෙනා කරන්නෙ දඩ යක් ගැහුවම ලෙහෙසියට ගෙවල යනව​.  නඩු දැම්මම සමහර ස්ථනවල  චූදියතව කූඩුවට දාල දඩේ නියම කරනව දැන් වැරදි කරුද කියා අහන්නෙ වත් නෑ ​. අපේ දඩ ගහන ඒවගෙන් 50% කට වඩා නීති විරෝධියි.

මේ ඉහත දැක්වූ පින්තූරයේ තත්වයේ දී කරන්න ඕන දේ දන්න පඬි වරයෙක් එහෙම ඉන්නව නම් කියන්න බලන්න​. ට්‍රක් කාරය පැ සැ 10 වේගයෙන් යනව​. සියලු දෙනා ඉර කපල ඉස්සර කිරීම නොකර  පැය ගානක් හෝ  පස්සෙන් යන්න ඕනද  ?

මෙවැනි බොහෝ තැන් වල මාර්ග ආයතන ලෙසියෙන් කරන්නෙ ඉරක් ගහන එක​. මෙම ඉර කැපීමේ නීතිය 100% සරු වෙන්න නම් වාහන 2 ක් තනි අතට ඉස්සර කිරීමේ හැකි පළලක් පාරේ  තිබිය යුතුයි.  "ඉස්සර කිරීමේ දී තනි ඉර කැපීම " කියන්නෙ ඒකයි. තනි ඉර නොකපා ඉස්සර කරන්න පුලුවන්.  ඒ සඳහා පහසුකම පාර විසින් ලබා දී තිබිය යුතුයි.  ඒ පහසුකම නැත්නම් එම ස්ථානයට නීතිය බල රහිත වන බවට තර්ක කළ හැකියි.
ලංකාවෙ ප්‍රශ්නය නම් මොකාද මේව හොයන්නේ.  අඩු පලලින් යුත් පාරක  ත්‍රී වීල් එකක් ඕව ටේක් කරන්න තනි ඉර කැපුවත් නීතිය කැඩුවා සේ සලකා නඩු දානව​.
පොලිස් නිළධාරියාට අවබෝදෙකුත් නෑ , නීති  දාන​ අයට අවබෝධෙකුත් නෑ.

පුත්තලෙම සිංහල ටියුෂන් දෙන මුස්ලිම් ගුරුතුමා නඩුව කතා කරල දිනපු හැටි හා හේතුව :

හැබැයි ලොරි නොම්මරයක් ගත්තොත් බට්ටව ලොරියක් වෙන නිසා පාරෙ දකුණු පසින් යන්න බෑ . දඩ ගහනව​. ඉස්සරහ සීට් ඒකේ  මගියෙක් ගියත් දඩේ තමයි.
මාර නීති . මඟ හිටියොත් තා නහී. ගෙදර ගියොත් අඹු නහී වගේ.

අර පුත්තලමේ සර් ට නඩුව දාල තිබුනේ මේකාරනේට​.
දඩ කොලේ ලියල තිබුනේ " වාහනේ පිටුපස කූඩුවක් ගසා ධාවනය කිරීම​" .
සර් සිංහල උගත නිසා නඩුකාරය ඉස්සරහ පොලිසියෙන් අහනව "කූඩුව " යනු කුමක් ද ?
කාක් කූඩුව​, බලු කූඩුව ... ?  ඒව නම් කූඩු.
නීතියේ කිසිම තැනක  වාහන කූඩුවක් ගැන සඳහනක් නෑ.  

නඩුව පරාදයි. විසිනුරු තුමාත් පොලිසියට අවවාද කරල නඩුව වීසි කළා.

ඒක වචන හරඹයක්. ඒ වගේම තමයි වෙනත් තාක්‍ෂනික හේතු මත අදාල ස්ථාන වලට තව​ නීති බල නොපාන්න පුලුවන්.

Reckless drivers in Sri Lanka immediately become well-disciplined drivers when they migrate to other countries. Simply because, in developed countries the traffic laws are well implemented and applied to everyone equally. If you break the law, you can’t get a way by offering bribes or using political connections. Fines would be imposed regardless of your social status or money power.
 
As much as there is the need for establishment of law and order, what’s implemented should also be sensible in due consideration to current road facilities available for the use of general public.
 

It’s high time to change the way how we look at these pressing issues in our country and what we value as a society if Sri Lanka to become a developed nation in both economic and social status.

This is a good decision by yahapalana government. Some countries are taking drivers into custody instead of fines. Decipline is one of the must requirements.

i do agree  with...Teller ,,  but one thing   ...   country  like abudhabi and Dubai Road discipline  is  high , also  the condition of the roads, lighting, lines,Rest areas on road sides, are well  maintained , Traffic Police respect the Drivers always not abusing any one ...  we  should bring our standards to that level b4 implement such rules  and fines....
