Possible reasons,

1) Hedge deal
2) Loss due to importing low quality petrol
3) IOC directly importing different kinds of petrol
4) No election for some time period

As the Libian and other middle east war situations mild, oil supply is expected to stabilize/improve while the global ecnomic decline reduces demand for oil. Thus, IMHO, oil price would decline in near future. What government try to do is "lock-in" local price at a higher level so that as world market prices goes down CPC can earn some extra profit.

The question here is where this "so called" EXTRA PROFIT would end up.
I think every ones' guess is as good as mine. Shocked

There is a huge tax on petrol and other fuel.therefore Loses in CPC balance sheet doesn't necessarily mean Government loose money from fuel business, on the other hand, CPC losses largely due to delayed payment of CEB and many other Government institutions;

So with the extra profit, Poor public will pay off the CPC loses made due to Governments Fuel Bill. "Government's Car - People's Petrol"

They have increased all the Taxes prior to Budget, Now the budget going to present in November by H.E.President is going to be a people friendly budget without any new taxes,public burden(we can see in Government media) and also they will increase Public servant's salary by 5% and say this is the most "Deshapremi" Budget ever.
