The Rule is: Buy low, sell high.

Q: When are share prices low?
A: When the news is all doom and gloom, when negative aspects are common.

Q: When are share prices high?
A: When things are great and everyone is expecting things to get even better.

Many buy & sell for a marginal profit. They do not want to loose remaining amount of cash after facing big losses in the past period. This pattern will be the future market trend over a period of time till the self assurance is built up. The concept of long term investment is applicable to few but many (with low value) are on alert & wish to deal in very short term. Whatever they are called (panic sellers or xyz) at the end of the day everybody keens to protect at least, the principal amount of cash in hand.
