But others (@slstock, redbulls) have a point that the level of wastage has come to level that selling just removes the problem all together. Even if we sell the assets we can regulate the price through a Public Utilities Commission..... Sri Lankan airlines is another story though.

The biggest issue is that we do not have enough technical assistance on how to run these. For example CPC is no longer a joke. It requires the very best paid consultants and we have to do that.

The same is for the CEB.

I think we have take our Pro. Nalin from this list.. He got some points if you carefully let him explain his theories..

Lately I've watched this controversial Doramadalawa program. Pro. Nalin lost his temper heavily and may have been adamant enuf to add a bad name to his profile. However, if you put ur self in his shoes, my opinion is you'd have done the same thing.. Some ppl dont like to be disturbed while explaining something. At the end, if you throw any questions they'd be much obliged to answer without hesitation. So understanding that is the duty of coordinator.

The bad thing is, these media men dont let it happen. They want everyone who came for a discussion to praise their words.. To prove that they are correct. The man who goes against their view gets many questions and interruptions.

But the fact is; this person has done over 20 years of research to defend his theories Very Happy So there gotta be a point if we really wanna listen to him.

I have to agree CPC and CEB are big assets. But again I maintain these are not national treasures.


From a revenue perspective CPC is about 600 Billion, CEB is about 150 Billion and Sri Lankan is about 100 Billion.....these are rough figures given the previous financial reports and the growth since then. That's a lot of cash.

The reason why these have failed is as follows:

1) Sri Lankan needs to support a large amount of routes at unsustainable prices because there is no one willing to do this. Sri Lankan needs to spend a lot on maintenance that is very expensive and the safety record is commendable.

For this a cost benefit analysis needs to be done. But yes, with present cash flow, buying planes outright is a big burden which will slower returns. That money can be used to something more efficiently


2) CPC needs to shut down the refinery and focus on the storage and importation of end-products. The refinery is inefficient and expensive. New storage tanks need to be built. The CPTSL is the profitable arm of the CPC.

I need to check with my engineering associates about the techincal details of refinery maintaince costs.
So cannot comment. Anyway from memory believe one of the middle east countries wanted to fund/build a refinery here. Why? In such issues we need to look at hidden catches



When acquiring oil, the CPC should enter into long term oil contracts where the oil price is determined on the average price 2 days before departure/2 days befor entry. The Singopore Lite Crude Brent Index contains a premium cost since delivery is overnight (which we logistically cannot take advantage of) ..... Refined products direct from overseas refineries are cheaper than the Singapore Spot.

3) CEB should not purchase furnace oil from the CPC (actually it can't in the above scenario as the refinery is shut down). Instead furnace oil should be purchased directly from India. ... The CEB is the hardest to fix since electricity capacity cannot be generated overnight. We should have a backup line in India though Razz

Agree with looking at India as a resource. The subsidies given to CEB is draining in 2 ways

As we cannot be experts in everything or manage everything , we expect the Govn to efficiently tackle the issues at CPC and CEB. It it not our job to solve CEB and CPC issues . But this is a big concern for us as we are paying for inefficieny and follies of some others. That why I waste time here on comment h hoping that someone ( I have a feeling some govn authorities are watching theforum) .

I can say in my realm, I am right now even fight/ing for fairness, justice , reduce wastage and improve efficiency with productivity. Also I try to direct my energy more to places where action can be taken.

I like the way u've put this down.. Rather than closing the refinery how about making it more efficient by repairing it.. Of course if the cost is non-justifiable, no option other than closing down. But the refined end products are too costly, even the crude oil barrel goes down, govt cant bring down the price since we import refined-oil.

Then, I think we have too much of inefficiency running in these entities too, may be due to over-staff. Administration costs would not go in par with the profits they make and we, public foot the bills, imo? A uninteresting may be the need of the century.

Yes, at least semi-govt concept would work here.. These mutt heads cannot do something properly. Even with a minister who has a eng. degree failed to re-vamp the CEB. I dont believe its his problem but it seems like his hands are tied.. Laughing
How many govt entities CEB and CPC give power and fuel FOC? Stupid enuf that we pay their bills.
Now that we have lady in the ministry, she tries to bring the electricity bills sky high taking the Singapore as an example Laughing ..Are our GDP is high enuf to do such is the million dollar question.

How about for CEB, investing in Wind and Solar power farms? I heard one Indian city has been chosen to establish a solar farm to generate electricity for that area. So where SL is on this?
Isn't our R&D budget is the lowest compared to other rising countries?

We need to find ways and means to reduce the production cost of electricity.. no mater we buy from India or going to renewable energy and coal power and the mean time need to revise some power purchasing agreements for the best interest of the country..

Get qualified people to manage these SOE especially ECB and CPC.. and fine those culprits responsible for hedging deal..

Listing in the CSE is good option.. It is better to give air lanka to private operator like Emirates who will promote tourism at the same time and Mihin should be closed or amalgamated to air lanka.

What i feel is solving this mess is not easy and giving to private sector want be a best solution also..

Well he is not an extremist. On the other hand does he ask anyone to not go to school ?
He asks to make our own knowledge based on our things while absorbing (not imitating) things from other knowledge. If we blindly worship western knowledge like most of educated lot can we make such a knowledge ? That is one reason for his criticism of western knowledge. But till we develop our own knowledge we need to follow the path we are using now for our survival.

A leading business chamber fears the upcoming electricity price revision could be both unfair and unrealistic.

"We have good reason to believe that the middle class will really suffer as a result of the upcoming electricity price revision, where tariffs for this category of households will be increased by 40 to 60 percent, whereas users of a higher number of units would actually see a decline," Federation of Chambers of Commerce and Industry of Sri Lanka (FCCISL) Kumar Mallimaratchi said.

The country’s middle class has been growing in recent years.

"The government must be realistic and fair. True the middle class is growing but it cannot milk the cow just because it is there," he said addressing a forum on consumer rights last week jointly organised by the chamber and the Institute of Policy Studies.

Mallimaratchi said a rise in electricity tariffs would affect incomes in the hotels sector as well.

The Public Utilities Commission (PUC) is in the process of collecting views on the revision from the public.

"We are looking for constructive suggestions on how we can reduce costs at the CEB, and not, like most have done, comments that electricity rates are already too high," PUC Director General Dhamitha Kumarasinghe told the forum.

He said the PUC had a thankless task of balancing the interests of all stakeholders.

The CEB, in its submissions to the PUC, has said costs for 2013 would be Rs. 268 billion.

Kumarasinghe said the PUC trimmed down Rs. 40 billion from this because, being a natural monopoly, the CEB had included other incidental costs as well.

"If we receive recommendations which would help us trim down a further Rs. 20 billion, it would be a significant achievement and this is what we want from business chambers and professionals. Even politicians are welcome to make recommendations. The invitation is open to all," he said.

The PUC Director General said the proposed tariff revision does not consider the effectiveness of management at the CEB, nor its dues from other government institutions.

Transmission loss which was 13.7 percent in 2011 was reduced to 12 percent in 2012 and is expected to come down to 11 percent by 2015.

"The 1.7 percent fall in transmission loss in 2012 amounts to a savings of Rs. 5 billion," Kumarasinghe said.


Opposition lawmakers are divided on the matter.

UNP MP Dr. Harsha De Silva said the government has no option but pass-through energy and transport costs to reflect global oil price movements.

"This is the only solution to the problem and it was the UNP that introduced pricing formulae in 2002, which the government rejected outright when it came into power. The Balance of Payments problems in 2008 and 2011/12 were largely caused by not allowing the CPC and CEB to adjust their prices accordingly. And, with the government desperate for financing, the people would have to bear the adjustments to prices," Dr. De Silva earlier told The Island Financial Review.

Dr. De Silva cautions that the government should not try to heap the entire burden (CPC, CEB losses) on the people all at once. "People are already finding it difficult to survive with the cost of living moving up drastically, so the government must give thought to how these price changes would come about. Also, wages should be increased to reflect the changes in inflation, this is only fair."

Dr. De Silva argues that if energy and transport prices were allowed to reflect global realities, then the economy would benefit in the medium to long term. This is because the economy would save when prices are too high. This would also reduce the need for the government to introduce ad hoc tax increases. It would also help contain budget deficit and keep interest rates and inflation stable and under control.

JVP MP Sunil Handunnetti told The Island Financial Review that his party will not support moves to adjust domestic energy and transport prices to reflect global oil price movements.

"Global oil price movements do not apply in Sri Lanka because we have seen the government increase prices when global oil prices fall, and reduce prices when global oil prices rise, depending when elections are being held. The massive losses sustained by the CPC and CEB for decades suggest a structural problem, where graft, inefficiencies, corruption and fraud are the norm. The government, heavily in debt and depending on debt to sustain itself, has no option but pass down price increases on to its ever-willing closest friend, the people. Domestic energy and transport prices would most definitely be increased soon, and it is the people who would have to bear the full brunt of these adjustments. The government may then see its revenues increase and this would be used to finance its excesses, like hosting night races, and the people would be invited to witness Lamborghini races for free as a reward," Handunnetti said.

"There is one way out of this problem. The government has to voluntarily reduce graft, corruption and fraud. This will create space for loss making enterprises to make a recovery. Merely passing down price adjustments on to the people will not work, and it is not fair," Handunnetti said.

Firsly, the man cannot change the education system.. I heard that he teaches the western things by saying that its useless too Wink But being an academic, he can only teach anything outside the curriculum to some extent only. He can only point out the problems and perhaps the remedies too.

Secondly, we habitually think from western mind cuz we've learn it and also our minds are not developed to a level where we could grasp the things in sophistication in a fraction of time. Therefore, if any controversial view to our learning to be taught, it has to be done with care and slow. Unfortunately for that, we dont have time.

You are quite right. When he taught western knowledge he does not make learners to slaves to western knowledge. What most of other teachers are doing is they make their learners to slaves to western knowledge. Actually when we learned in school what did we feel about our ancestors ? While western people were discovering, creating, innovating things what did our people do ? This deterioration in self respect and self dignity makes us worship to western knowledge.....But it needs not to.....It is because our system is different from their(western) system.
Here I am talking about before the colonial era. Our aim was different from their aim. Our aim was towards the NIRVANA. To achieve that we need to methodically iradicate the greediness and endless satisfication of five organs. In western system their aim is to satisfy the five organs. So they make things to satisfy our five organs. We did not even think about those things. That is why our ancestors were far behind from western people in those sectors. That is not because they were unintelligent or less intelligent. When it comes to the basic needs of people our ancestors were expert. Just look at the constructions, irrigation, agriculture, even Sinhala medicine.....They were experts in those areas. Actually western people can not believe those things. They think that we got some support from aliens when our ancestors did those amazing works. That is the reason they have put Sinhala language in to the voyager space craft which is going to outer space.
But now thanks to colonial era our aim has changed to their aim. So now we are far behind them and it is really difficult to go back again to our original aim.
Now we are under the terrorism of western knowledge which is by far worst terrorism as we can not understand it is as terrorism. So if we want our dignity and self respect we need to make knowledge based on our things and we need to absorb good things from other knowledge systems to our knowledge.
